George W. Bush instigated the President's Emergency Relief Plan for AIDS Relief in 2003. In Uganda, the US has spent 1.2 billion dollars since 2004. It has worked well according to a recent academic study, saving an estimated million lives. However, that progress may be undone by a recent proposal in Uganda to impose the death penalty on certain homosexual behaviors. Parents would have to report homosexual children to authorities; pastors would need to turn in congregants.

I am afraid their valiant effort will go down in history as a casualty of the political games people play in Washington.
